Vice President of Human Resources
Turkessa E. Antrum, MBA, joined CHR in early January 2016 as the new Vice President, Human Resources.
Turkessa has a solid and diverse background in all aspects of human resources, including policy design and implementation, compensation and benefit administration, performance management, recruiting, labor relations and more. She joins us from the state Office of the Chief Public Defender where she served as Chief Human Resources Officer.
Turkessa has held several leadership positions in non-profit and healthcare organizations, consistently focusing on creating strong organizational cultures and positive work environments. For six years, she was Vice President, Human Resources for the Village for Families and Children where she led organizational culture initiatives that resulted in a “Top Workplace” designation for three consecutive years. Prior to her work at the Village, she was HR Director for Masonicare. Before relocating to Connecticut, Turkessa served as HR Manager at Johns Hopkins University in Baltimore.
She is a graduate of the University of Maryland, where she also earned her MBA, and is a member of the Society for Human Resources Management and an adjunct professor at the University of Hartford.
Maureen McGuire, MA
Vice President of Business Development, Marketing and Communications
Maureen is an accomplished marketing and communications professional who has worked in non-profit, government and healthcare sectors throughout her career. She joins CHR from UConn Health in Farmington, where she led all facets of communications, marketing and public relations and collaborated closely with colleagues in fund raising and business development.
A graduate of Providence College and Wesleyan University’s graduate program in liberal studies, Maureen brings to CHR years of relevant experience, including pivotal work in community relations, brand identity and media relations.
Prior to her work at UConn Health, Maureen served as media relations manager and publications manager for the former Newington Children’s Hospital. Her position was created to help promote the opening of Connecticut Children’s Medical Center which consolidated pediatric care from Newington Children’s Hospital, Hartford Hospital and UConn Health.
In addition, Maureen worked in Washington, D.C., as press secretary for former Congressman Sam Gejdenson and previously worked as communications director for United Way of Southeastern Connecticut. She started her career as a reporter for the Norwich Bulletin, covering several towns in eastern Connecticut.
Maureen grew up in New London and is from a family with a strong commitment to community service. Her mother, Kathleen McGuire, served for many years as director of Catholic Charities in New London and was a tireless advocate for the poor and underserved.
Michele Gaudet, CPA
Chief Financial Officer
Michele M. Gaudet, CPA, is an experienced financial professional with extensive nonprofit industry experience in both healthcare and government regulations. As Chief Financial Officer, she is responsible for overseeing all aspects of CHR’s financial operations, facilities, and information technologies. She supports CHR’s strategic objectives and ensures financial stability through financial reporting, analysis and budget development. She is also responsible for ensuring compliance with all regulations concerning the management and expenditure of federal and state funds.
Prior to CHR, Michele worked as a senior member of the 10th largest public accounting firm specializing in audits of government regulated nonprofit organizations. In her position, she frequently provided advice on financial results, forecasting, budgeting, best practices and technical research related to government regulations. Additionally, she developed an expertise in designing, developing and training companies on implementing internal control policies and new software technologies.
Michele received her BS in Business Administration from the University of Hartford and became a Certified Public Accountant, in the state of Connecticut, in 1993.

Jaquel Patterson, ND, MBA
Vice President of Operations
Jaquel Patterson, ND, MBA, has extensive experience improving healthcare access and services in the public sector. As VP of Operations, she is responsible for overseeing CHR’s integrated care strategy, acts as the Compliance Officer and provides leadership to CHR’s quality improvement activities. She is responsible for implementation of a number of strategic initiatives in her areas of responsibility including integrated care within primary care settings and health home design and implementation.
Prior to CHR, Jaquel has worked in a leadership capacity at federally qualified health centers that are focused on ensuring the highest quality, affordable, and accessible primary care services to underserved populations. In this arena, she most recently worked as the Chief Operating Officer at Norwalk Community Health Center and managed Special Projects at Morris Heights Health Center in the Bronx, NY. Jaquel spearheaded patient centered medical home recognition at both health centers and also served on the provider advisory council for the state of Connecticut for Patient Centered Medical Home Initiatives.
Jaquel received her BS in Applied Economics and Management from Cornell University, MBA in Healthcare Management from Quinnipiac University, and her Doctorate in Naturopathic Medicine from the University of Bridgeport.
Dr. Steven Madonick, Medical Director
Dr. Steven Madonick, CHR's Medical Director, brings many outstanding capabilities to CHR, including excellent leadership skills and clinical judgment, ingenuity and determination and a dedication to providing essential health services to those most in need in the community. Dr. Madonick received his BS from the State University of New York at Binghamton and his MD from State University of New York, Downstate Medical Center. He completed his Residency Training in Psychiatry with the New York University School of Medicine and a Postdoctoral Research Fellowship with Yale University School of Medicine. Dr. Madonick has held positions with the Connecticut VA Healthcare System, Connecticut Mental Health Center, Yale Behavioral Health, Yale-New Haven Hospital, and the Institute of Living/Hartford Hospital as a staff psychiatrist and Medical Director. He currently holds Assistant Professor of Psychiatry positions with Yale University School of Medicine and the University of Connecticut Health Center.
For the past seven years Dr. Madonick has been at the Institute of Living/Hartford Hospital as the Founding Director of POTENTIAL Early Psychosis Program and Founding Medical Director, Young Adult Services. He has served on the Executive Committee of the Institute of Living and the Pharmacy and Therapeutics Committee, Hartford Hospital among others. He is a member of the American Psychiatric Association, American Medical Association, and International Early Psychosis Association.
Kathy Schiessl, LCSW
Senior Vice President of Child and Family Services
Kathy Schiessl, Senior Vice President of Child and Family Services is responsible for the direction, oversight and operation for all programs in the Child and Family Division, which includes crisis services, four outpatient clinics, five residential programs, and a number of intensive home-based therapy programs, as well as foster care and other support services.
Kathy joined CHR in 1988 as a clinical therapist working with children and families. She has held a number of management positions prior to becoming Senior Vice President of Child and Family Services, including Utilization Review Manager, Director of Central Access and Crisis Triage, Director of Child and Family Services and Division Director of Child and Family Services. Prior to coming to CHR, Kathy has also provided outpatient mental health services as an intake worker for Windsor Youth and Family Services, and a case worker for Gray Lodge. Kathy received her undergraduate degree from Saint Joseph College and her Master in Social Work from Boston University.

Heather Gates, MBA
President and CEO
Heather M. Gates, MBA, is the President/CEO of Community Health Resources (CHR), the most comprehensive, nonprofit behavioral health care organization in Connecticut. As CEO, Ms. Gates has increased the geographic, programmatic and fiscal scope of CHR from a budget of $3 million in 1993 to its current budget of $47 million. Under her direction, CHR has remained true to its core vision of providing expert mental health and addiction services to people of all ages and has expanded its scope to also provide primary care, supportive housing, therapeutic foster care and a range of other critical services.
Today, CHR provides care to more than 22,000 individuals throughout central and eastern Connecticut with more than 80 unique programs, 32 locations and more than 700 employees. In fact, CHR was recently voted as the region’s “Top Workplace” among large employers and Ms. Gates was named the top leader.
Prior to coming to Connecticut Ms. Gates worked in the Western Massachusetts community service system in a variety of capacities since 1976. Her first role was as a legal advocate representing individual’s rights as well as participating in the oversight of the implementation of the Brewster V. Dukakis Consent Degree. Ms. Gates went on to become the Executive Director of a small supported housing program in Holyoke and later worked for the Department of Mental Health as the Director of Managed Care for the Holyoke/Chicopee Area. In all of these positions Ms. Gates provided leadership for system change and reforms.
As a result of her work in Connecticut and Massachusetts, Ms. Gates emerged as an advocate for a wide range of issues affecting providers and those in need of services. Ms. Gates is a member of the Medicaid Behavioral Health Partnership Oversight Council and served on the state’s Alcohol and Drug Policy Council. She currently is co-chair of the Public Policy Committee for the Connecticut Nonprofit Alliance and is a member of the Practice Transformation Task Force for the Connecticut SIM.
Ms. Gates received the National Council for Behavioral Health Impact Award for Visionary Leadership in 2013 and in 2015 she was the recipient of the Hartford Business Journal’s Healthcare Heroes Award given to outstanding leaders in the health care industry.
Ms. Gates received her BA from Hampshire College and her MBA from the University of Massachusetts Isenberg School of Management. She lives in Wilbraham, Massachusetts.
